Abstract

The government carries out various efforts to empower consumers through guidance and supervision which is covered by Law Number 8 of 1999 concerning Consumer Protection or abbreviated as UUPK. Guidance efforts by the Government are carried out to ensure that the rights of consumers and business actors are obtained and the implementation of their respective obligations. Meanwhile, monitoring efforts are carried out jointly between the government, the community and the Non-Governmental Consumer Protection Institution (LPKSM), which is a non-governmental organization registered and recognized by both the Government and Regional Government. The research uses an empirical qualitative approach. Data collection is through observation, interviews and documentation. The analysis technique is carried out by data reduction, data verification and data analysis. Meanwhile, checking the validity of the data was carried out using the triangulation method.

From the research results, it can be stated that regulations on efforts to empower consumers through guidance and supervision have been established, but this has not worked as expected. These regulations should be implemented, such as socialization, legal assistance to consumers and business actors or stated in Regional Regulations so that their rights and obligations are clear. between business actors and consumers. If consumer empowerment runs as it should, healthy business relationships will develop between business actors and consumers, which in turn can create a conducive business climate.
